can't find env.bat in new release

looked under bin and couldn't find env.bat in it at all

Take a look at section 4 of setup guide (http://www.calemeam.com/support_setup.html):

Go to 'CalemEAM/bin', copy env.sample.bat (.sh) to env.bat (.sh), then edit env.bat if you install on Windows or env.sh
to define the directories of CalemEAM and PHP.

all i find in bin is env.sample (windows batch file) and env.sample.sh

You're right. env.bat does not exist after install, you need to create it by copying env.sample.bat (or .sh).

what i am saying is before I copy anything there is only 2 files with env. in the name  one is env.sample (which is a windows batch file) and env.sample.sh    no file just plain env.
