Can not add or modify dropdown list in Work Category table

Hello:
        please I need help with this issue; can not add or modify dropdown list in Work Category table. When I modify an item, Emergency for example and save changes , all seems to be ok, until I logout, and when login again , changes that I have  made disappear and  Emergency appear again, cannot edit fixed checkbox. The same happen when a new item is added , after logout and login changes have disappeared.
I do not know if this has something to do with that  items marked with fixed can not be modified. In this case what I am trying to do is to translate items to my local language. I did  no try to do this with other tables yet.
 
Any help will be welcomed .

Carlos, it turns out this is a bug. Check out the Mantis issue which includes steps to apply the patch files to fix this issue.
