Title: Asset Form Modification not available for all users

I made some modifications to the asset forms.  When I log in as my user (which is an administrator) I see the changes.  When I log in with a user who is part of group-users, I can't see the changes.

What am I doing wrong?

Ok, I went back in and made my user part of Custom system and he could see the changes.

How can I set it up so that I can allow my users to see all the customizations, but they can't make any.  I don't want someone who is mad/bored to go in and monkey up all the customizations that we have made.

I would also like to add a semi-admin who can add users, but not edit or delete.  How can I do this?
