A lockout tagout managment system should be integrated here I think. It would have to include status placeholders for the asset and the employee, because OSHA dictates that lockouts should generally only be removed by the employee who placed them there. Some companies, mine included, have gone as far as to assign numbered lock and key combinations to employees.
